From January 1, 2018, it has been possible to apply for financial support for the fee of a successfully passed language examination, for the fee of a fee-based advanced-level foreign language school-leaving examination, and for the fee of a recognized foreign language examination’s official certification.

The fundamental condition for granting the support is that after January 1, 2018:

  • the complex language examination must be completed,

  • in the case of separately taken written and oral partial exams intended to be combined, at least the second partial exam must be completed,

  • in the case of an advanced-level foreign language school-leaving examination, the certificate must be issued,

  • in the case of a recognized foreign language examination, the official recognition decision must be issued.

The date of completing the language examination is the exam date listed on the language examination certificate. Therefore, if this date is before January 1, 2018, no support will be provided for the language examination fee.

For the purpose of determining eligibility for support, the following qualifies as the first successfully completed complex language examination:

  • The first successfully obtained, state-recognized general or professional complex B2-level (intermediate) or complex C1-level (advanced) language examination from the supported languages after January 1, 2018 (hereinafter referred to collectively as “complex language examination”),

  • separately taken, but eligible for combination intermediate or advanced written and oral partial exams, according to separate government regulations,

  • an advanced-level foreign language school-leaving examination equivalent to a complex language examination,

  • and a recognized language examination equivalent to a complex language examination under separate government regulations.

Supported languages include: English, German, French, Italian, Russian, Spanish, Bulgarian, Greek, Croatian, Polish, Armenian, Roma/Gypsy (Romani/Lovari and Beás), Romanian, Ruthenian, Serbian, Slovak, Slovenian, Ukrainian, Latin, Portuguese, Arabic, Hebrew, Japanese, Chinese, Dutch, and Finnish, provided that the exam language differs from the official language of the person’s country of citizenship. Additionally, in the case of persons defined under points a)–h) of Section 39 (1) of Act CCIV of 2011 on National Higher Education (Nftv.), Hungarian is considered a supported language for non-Hungarian citizens.

The support for the payment of the fee for the first successfully passed complex language examination can be claimed by individuals under the age of 35 who, on the:

  • exam date indicated on the language examination certificate for the successful complex language examination, or in the case of combined partial exams, on the date of the second successfully passed partial exam,

  • date of issuance of the school-leaving certificate or certification proving equivalence to a complex language examination,

  • date of issuance of the recognition decision for a recognized language examination equivalent to a complex language examination,

have not yet reached the age of 35.

 

Support based on the advanced-level foreign language school-leaving examination is granted only to those individuals who took the exam by paying a fee.

The amount of support equals the actual fee paid by the examinee, but it may not exceed 25% of the mandatory minimum wage valid at the time of payment.

In the case of combined partial exams, the maximum amount of support is based on 25% of the mandatory minimum wage valid at the time of payment for the second successful partial exam. If the first partial exam was taken before January 1, 2018, or if more than one year elapsed between the issuance of the two successful partial exam certificates, the support is granted only for the fee of the second partial exam.

 

The mandatory minimum wage was HUF 127,500 in 2017, HUF 138,000 in 2018, and HUF 149,000 in 2019, meaning that for language exams paid in 2017, the maximum support amount is HUF 31,875; for exams paid in 2018, HUF 34,500; and for exams paid in 2019, HUF 37,250.

The application for support can be submitted within 1 year, calculated from:

  • the date of issuance of the certificate for the first successful complex language exam,

  • in the case of combinable partial exams, the date of issuance of the certificate for the second successful partial exam,

  • the date of issuance of the secondary school-leaving certificate or attestation, or

  • the date of notification of the recognition decision.

The indicated deadline is peremptory.

The application must be submitted to the Pension Payment Directorate of the Hungarian State Treasury using the designated paper form or electronic form. (Postal address: Budapest, 1820)

The electronic form can be submitted through the Central Authentication Agent (Központi Azonosítási Ügynök, KAÜ) service, thus requiring:

  • a Client Gate (Ügyfélkapu) registration, or

  • a Telephone Identification Service registration, or

  • an eID card.

If the applicant:

  • is over 18 years of age, they must submit the application themselves,

  • is under 18 years of age, or legally incapacitated concerning the matter (under guardianship), the application must be submitted by their legal representative (parent, guardian, custodian).

 

The application can also be submitted by a person authorized by the examinee or their legal representative. If the authorization is not recorded in the Authorisation Register, the authorized person must provide proof of their right to represent.

The applicant must credibly certify the payment of the fee for the first successful complex language exam covered by the support. The payment of the language exam fee can be verified by copies of invoices that also include the examinee’s name.

This invoice must correspond to the fee for the complex language exam, the partial exams in the case of a combination of exams, the fee for the advanced-level foreign language school-leaving exam, or the fee for the certification procedure. The invoice for the school-leaving exam fee can be requested from the Educational Authority by submitting the form “Request for Invoice for Paid School-Leaving Exam Fee” available at www.oktatas.hu.

In the case of combinable partial exams,

  • if the exam date of the first partial exam is before January 1, 2018, or

  • if more than one year has passed between the issuance of the two successful partial exam certificates, only the invoice for the second partial exam must be attached to the application, since support is granted only for the fee of the second partial exam in this case.

Even in this case, the application must indicate the registry number of the first successful partial exam and the certificate number.

In the absence of an invoice, payment of the fees can be credibly proven with the following documents:

  • in the case of a language exam, a certificate issued by the language exam center confirming payment of the language exam fee, including the name of the examinee;

  • in the case of a recognized foreign language exam, a certificate issued by the Educational Authority confirming payment of the certification fee.

The following non-Hungarian nationals are also eligible to apply for the support under the same conditions as Hungarian citizens (according to §39 (1) a)-h) of Act CCIV of 2011 on National Higher Education):

  • Citizens of countries belonging to the European Economic Area and their family members;

  • Stateless persons, refugees, persons under subsidiary protection, admitted, immigrants, and permanent residents living in Hungary;

  • Foreign nationals treated as equivalent to Hungarian citizens based on international agreements;

  • Citizens of countries whose nationals may use the educational services of Hungary based on the principle of reciprocity;

  • Persons covered by the law on Hungarians living in neighboring countries (the so-called “preferential law”) who do not have Hungarian citizenship or the right of free movement and residence;

  • Third-country nationals of Hungarian nationality as defined by the law on the entry and residence of third-country nationals;

  • Third-country nationals holding a permit for highly qualified employment and residence (EU Blue Card);

  • Third-country nationals with a combined permit.

Additional documents to be attached by non-Hungarian nationals:

  • To prove identity, a copy of a valid travel document or identity card, registration certificate, or residence card is required.

If the applicant is:

  • a stateless person, refugee, person under subsidiary protection, admitted, immigrant, or permanent resident in Hungary,

  • a third-country national holding an EU Blue Card, or

  • a third-country national with a combined permit,

they must submit a copy of the document proving this status.

The method of verification:

 

  • refugee or person under subsidiary protection status: identity card issued by the competent district office,

  • person under subsidiary protection status: identity document and certificate of recognition as a person under subsidiary protection,

  • admitted person status: humanitarian residence permit issued by the asylum authority in card format containing biometric data,

  • immigrant status: card containing biometric data, residence permit, or identity card,

  • permanent resident status: residence permit or identity card,

  • recognized stateless person: humanitarian residence permit issued by the immigration authority,

  • EU Blue Card holder: residence permit confirming this status,

  • third-country national with a combined permit: residence permit confirming this status.

If eligibility is established, the Pension Payment Directorate will arrange the transfer of the amount of support determined in the decision to the domestic payment account specified by the client in the application within 13 days following the issuance of the decision. According to the relevant government decree, the support cannot be transferred by postal service or to a foreign bank account.
